Docker Machine has a hardcoded uid/gid for the filesystem mount inside the VM, so it's just kind of something you have to deal with. |

Create the prod image with the code packaged appropriately, then create a separate image with the dev user added and reconfigure apache, php, etc to run as that user, and mount your code in as a volume.
